The memorial board is located in the Šilalė city centre, on the intersection of J. Basananvičiaus and Vytauto Didžiojo streets, near the monument For the Lithuanian Partisans, Who Died in Šilalė District.
The memorial board was opened and consecrated on 11 March 2016 to mark the first meeting of the Reform Movement of Lithuania in Šilalė, which took place on 8 October 1988. Back in the day, this was the Šilalė Culture Centre and the meeting took place outside. The meeting was attended by about 1000 people, including guests from Vilnius and future signatories of the Act of the Re-Establishment of the State of Lithuania – the public figure Kazys Saja and economist Kazimieras Antanavičius, who was also a Member of the Reform Movement of Lithuania and the Parliamentary Council. The first meeting of the Reform Movement of Lithuania took more than three hours and people donated more than 600 roubles for the cause.
