In 1768, the first owner of 10 Liepų st. is believed to have been a gardener named Teichmann. The plot of land was later acquired by Richard MacLean, a merchant and industrialist of English descent. It is believed that he was the one who has constructed the building.
In 1909, Leopold Alexander, a commercial adviser and banker, became the new owner of this piece of property. The building was reconstructed in 1905 based on the Art Nouveau style. The premises were arranged in a way to serve the function of a private bank. Starting in 1923, the International Bank began its operations in this building.
In 1925, the government purchased Alexander’s house, renovated it and established the Klaipėda Region Governor’s Office. Many well-known individuals from the Klaipėda region worked here: 1923–1928 – bibliographer Ansas Bruožis, 1925–1926 – Klaipėda region governor and poet Jonas Žilius-Jonila, 1935–1939 – writer Ignas Šeinius, 1927–1932 – Antanas Merkys.
When the Governor’s Office was removed from this building in 1939, the lot became the property of the evangelical consistory. During Soviet rule, ideological offices were established in this building, namely the House of Political Education, the Klaipėda Region Branch of the Fellowship Žinija, and a branch of the Marx-Lenin Institute under the Central Committee of the Communist Party of the Soviet Union. The building was renovated in 2000–2001 and was included into the Register of Cultural Objects. A bank is presently in operation in the building.
