The building at 28 Liepų st. was built ca. 1780. It is believed that it is the second oldest house on Liepų st. The building is four floors high, has an attic and a double pitched roof. Two bay windows, which extend over the remaining three floors, are symmetrically laid out above the first floor façade on the side of Liepų st. The building has a multi-pitched roof and is laid out in triangular pediment plane, which is decorated with plaster statues.
As of 1786, W. Douglas, a pharmacist and spice trader, lived here. Later, the main department of the Savings Institution was established here. The house is included in the Register of Cultural Objects.
