The headquarters of Klaipėda City Council was built during the Cold War in the period of the possible nuclear war between the USA and the USSR. In case of a nuclear war, the leaders of the city had to hide in this hiding place, which, in direct contact with Vilnius, had to organise evacuation and medical assistance works for the residents of the city affected by the nuclear explosion.
